This is a list of scrapped characters that were intended to appear in the Jet Set Radio series or Ollie King.
Jet Set Radio[]
Skateboard enemy[]
In Jet Set Radio, there were plans to have a skateboard enemy, most likely a rival gang, according to Masayoshi Kikuchi in a developer interview for Ollie King.[1] This idea was shot down, but the thought of having characters using skateboards would still be an idea that floated around until Ollie King was made. In the same interview, it was confirmed that the skateboard enemy also had voicework done by Hideki Naganuma.
Jet Set Radio Future[]
Rokkaku Police Units[]
According to unused audio of the Rokkaku Police, there were three units that did not make it into the final cut of Jet Set Radio Future. Those unit names were S-28, K-215, and B-306. It is not known who or what these units were going to be exactly or where they would have been used during JSRF's story.
Ollie King[]
Francis[]
Francis (フランシス Furanshisu?) was a planned playable character for Ollie King that got scrapped.
Design[]
For the concept art of Francis, the most notable part of his design is his hairstyle, featuring what seems to feature sharp, lightning-bolt looking dreads. He wears a earring on his left ear and wore a long-sleeve shirt too. In the Tokyo Jamma show footage, Francis' hair was colored brown, his shirt was red with white stripes and he wore light purple pants. His eye color was also red.[2] Francis would seemingly get retooled into JB Bullet, judging by his texture files.

Luka[]
Luka (ルカ Ruka?) was another planned playable character for Ollie King.
Design[]
The most prominent feature of Luka's design in his concept art is his wearing of a hoodie and pants with one pant-leg rolled up. On the back "D T" can been seen on his outfit. He also wore glasses and had a head bandanna on, with his hood covering most of it up. His design sheet mentions him wearing a fake moustache. In the Tokyo Jamma show footage, Luka's outfit is colored orange and his bandanna is shown to be blue. His skin-color is shown to be brown.[2]

Janice[]
Janice (ジャニス Janisu?) was another planned character for Ollie King.
Design[]
In her concept art, Janice is shown to be wearing a sweater, scarf, headphones, and shorts. Her design in the Tokyo Jamma show footage shows that her sweater was mostly blue with white stripes on it and that her scarf and shorts were black. Her headphones seem to be mostly gray. Her hair was blonde too.[2]

Unnamed concept skaters[]
In the concept art of Ollie King there are three unnamed concept skaters who did not make it into the final product. Concept skater 5 consisted of sports wear, that of a basketball jersey over a t-shirt and wore a headband and chain. He wore pants with red and purple stripes. Concept skater 6, had a "edgy" look to them, consisting of a mostly black color scheme, wearing a beanie, and a t-shirt with a skull and horns on it. On their right sleeve the phrase "Death 2 Skate" can be read. They look the most feminine out of the unnamed skaters, but it is not known if they were a early take on DiDi Summers or not. Concept skater 7 was most likely a English skater due to him wearing a flat cap, his design also featured a green and yellow striped shirt with a blue unbuttoned shirt jacket over it, and gray pants. It is not known why none of them made it into the final product.
Jet Set Radio Wii[]
The Skwable Hawks[]
The Skwable Hawks were a planned rival gang for the scrapped Jet Set Radio Wii pitch. They were designed by Corey S. Lewis.
Design[]
As their name implies, the Skwable Hawks design consisted of a bird-like appearance. Similar to Poison Jam, they also hid their faces behind a mask, specifically a more bird-like one and sported a scarf that would resemble feathers. They also sported fingerless gloves and a jacket. Their skate designs featured talons in the front and wings in the back.
Swivle Nozzle Ninja[]
Swivle Nozzle Ninja was another planned rival gang for the scrapped Jet Set Radio Wii pitch. Like the Skwable Hawks, they were also designed by Corey S. Lewis.
Design[]
Like their name implies, Swivle Nozzle Ninja had a ninja like appearance, most notably wearing a mask and a bandanna with hair sticking out. Their skates are based on the Japanese footwear known as Geta. They also carried a sword in their concept art.
