Hayashi ( Hayashi?) is the commander of the Rokakku Police Force, Division 0.[1] He chases after the GG's and other Rudies throughout the majority of Jet Set Radio Future, to either neutralize them with his gun or apprehend them with the help of the Rokkaku Police often accompanying him. Hayashi will also use vehicles and command his fellow officers to do the same, attempting to arrest the street punks.

Appearance[]

Hayashi has white hair, white gloves, and wears a dark blue coat with a high collar and gray pants. He is often carrying a gun, a cartoonish Walther P1.[2] On his coat, a Rokkaku logo patch is visible.

Personality[]

Hayashi is considered to be an insane, troublesome individual, as he often laughs manically, or uses untested experimental weapons which could go horribly wrong. In return, many characters call him a psycho. During at the beginning of chapter 2, Hayashi is shown to get angered easily and does not seem to get enough sleep. In DJ Professor K's second broadcast, he mentions how Hayashi once trashed a patrol car because one of his lackeys brought him coffee-flavored candy instead of his favorite mint flavor. Due to his behavior, profiles relating to Hayashi notes that nothing goods happens if someone gets involved with him.[1] Due to his unstableness, Hayashi's own partner is afraid of him as well.

Development[]

According to Ryuta Ueda, Hayashi was included in Jet Set Radio Future over Captain Onishima due to him wanting to feature more "stoic" characters for the story, but in hindsight he would conclude that Onishima could have been included in the game as well.[3]

Role in Jet Set Radio Future[]

During the story, Hayashi will try to put a stop to the GG's and their actions multiple times, but fails each time. After his last defeat at the Tokyo Rokkaku Expo Stadium, he and the police force are replaced by the Golden Rhinos.

Encounters[]

Chapter 1, Shibuya Terminal[]

After covering up Poison Jam's graffiti in Shibuya Terminal and unlocking Combo during the Monster of Shibuya mission, Hayashi shows up with a squad of police officers. This is the first time the player fights him.

Chapter 2, Chuo Street[]

After dealing with the tanks in Chuo Street during the Tokyo Apocalypse mission, Hayashi will challenge the player to a battle on a rooftop, by himself. This battle is unique as he can be defeated by simply knocking him off the roof instead of the regular dash and spray technique.

Chapter 2, Rokkaku-dai Heights[]

Near the end of the Stripe Rhyth mission, where the final few graffiti spots are tagged, Hayashi will show up with some armored troops which require a Boost Dash to knock down.

Chapter 2, 99th Street[]

After spraying all of the graffiti and fighting the Rokkaku Police twice during Benten Nighttime Boogie, Hayashi is waiting for the player on the main road. This battle can be skipped if the player directly goes to where Rapid 99 is instead.

Chapter 4, Hikage Street[]

This battle is very different from the others. When the player enters the north area of the Transformation mission, they will find Hayashi controlling a gigantic machine, the Terror Drone, amidst one of the giant staircases. The Terror Drone is defeated by grinding on the machine's legs and spraying it.

Chapter 4, the Skyscraper District and Pharaoh Park[]

After defeating the cops in this area, Hayashi will pop in and try to shoot the player, showing the onset of his mental slippage from lack of sleep and his anger against the player.

Chapter 5, the Future Site of the Rokkaku Expo Stadium[]

This is the last area where the player will battle Hayashi. He raids the stadium before the last game of Death Ball ends against the Love Shockers, and returns with the Terror Drone once again, but he attacks differently here. However, the strategy is still the same. There are shockwaves the Terror Drone creates that require the player to jump over, and then grind on the legs and spray just like before.

In chapter 7, after his last defeat at the Rokkaku Expo Stadium, Hayashi is fired from the Rokkaku Police for his inability to stop the GG's 6 times in a row (twice of which, with the giant Terror Drone) and gets replaced by the Golden Rhinos along with the rest of the Rokkaku Police.

  • They're back?? Oh no... not again... And I didn't even get to eat breakfast this morning... Oh well.

After defeating the police in Rokkaku-dai Heights.

  • So... tired...

Heading back to the highway before Rapid 99 appears.

  • Heheheee!
Chapter 4 Entering Hikage Street.
  • This is Hayashi! I'm sending in the experimental weapon!!

After tagging the Terror Drone once.

  • Shut up and stay out of my way! If I say it's OK, then it's OK! Got it!?

After defeating the Terror Drone.

  • Gragagagaga! This is just the beginning! Hahaha...

After entering Kibogaoka Hill.

  • This is Hayashi! Don't let those punks destroy the helicopter!

After switching characters and or leaving/returning to Kibogaoka Hill.

  • Huh? It looks like the punks are here again. Teach them to respect authority this time, boys!

Leaving and returning to the Skyscraper District.

  • This is Hayashi! It's those blasted punks again! Why can't anyone arrest them!? All of your paychecks will be docked if you don't catch 'em this time!!

After defeating the Rokkaku Police.

  • Heh heh heh heh heh heh heh... Kill them all... heh heh.
Chapter 5 Death Ball ambush.
  • Ha ha ha...!
  • Someone was kind enough to let me know you're here. Now's my chance to take care of you once and for all. This time I'm prepared, so don't think it'll go down like last time. Resistance is futile, you little guinea pigs... just accept your fate! Ha ha... Don't try any funny business, either! It's already getting late...

After his final defeat.

  • Guinea pigs? What was I thinking...?

Other characters' thoughts on Hayashi[]

While he always tries to stop the GG's and works for Gouji Rokkaku, Hayashi doesn't have a direct personal comment with anyone. There are however many times other characters talk about him:

  • At the beginning of chapter 2, DJ Professor K describes him as "Rokkaku's own version of hell on earth". In the Special DJ Professor K Interview from the June 2002 issue of Play magazine, DJ Professor K says he believes Hayashi has multiple disorders and probably was dropped many times on the head both as a baby and an adult.[4]
  • If the player talks to Yoyo early in the game, he will say: "That guy is one messed up dude. He's a complete psycho. Watch out for him."
  • After Combo joins the GG's, the police come in for another shakedown, with Combo warning the player to watch out for Hayashi, calling him a "crazy captain".
  • In chapter 4, if the player talks Rhyth, she will say: "Is it just me, or does Captain Hayashi not look like he eats his breakfast?"

Sonic & Sega All-Stars Racing[]

In Sonic & Sega All-Stars Racing, Hayashi makes a cameo appearance via a static render on the Rokkaku Hill racetrack with several other characters from Jet Set Radio Future in the shopping area of the course.

Trivia[]

  • He is one of the only characters to have a Japanese voice and get dubbed in the English version, besides the police and Gouji Rokkaku.
  • At one point during the game's development, Hayashi was meant to also use a samurai sword. It can still be found in the game files and was only seen in one trailer.[6]
    • There is unused audio in the game files that is similarly listed in the manner Hayashi's used gunfight audio is. While unknown their exact purpose, it is likely these too could relate to the unused sword.
  • Like other Rokkaku Police enemies, the player can push Hayashi into the electric fence,[7] but it serves no practical purpose, since not only is the player required to hit him twice with a specific rhythm, but he also takes no damage from this.
  • Hayashi's name translates to "woods" or "forest".[8][9]
  • When asked about who he thought was a more insane police captain, Hideki Naganuma would choose Hayashi over Onishima.[10]
