Police (警察 Keisatsu?) are the main obstacle for the first chapter of Jet Set Radio. They are lead by Captain Onishima, trying to "protect and serve" Tokyo-to.

Overview[]

Appearance[]

The police forces' uniform consists of a black and white uniform. Wearing black shirts and pants, with white gloves, boots, vests, and hats. They also carry batons with them. The S.W.A.T. team is decked out in heavy gray colored armor, while the parachute squad's color palette is army green.

Personality[]

The police are willing to send various destructive weapons and attacks at the GG's, indicating the gang to be a large-scale problem to the police for unknown reasons beyond graffiti. Attack helicopters, S.W.A.T. team members, and tanks are some of the few armaments that are authorized to face the GG's, all of which fail to capture the nimble street gang. This in return shows that the police are incompetent, during the Golden Rhinos terror in chapter 3, it is noted in the intro for Fight or Flight that "The cops are too scared to do anything."

Development[]

In an interview with Ryuta Ueda, he would reveal that the police were inspired by the cops present in the films Lupin III: The Castle of Cagliostro and The Blues Brothers.[1]

Role in Jet Set Radio[]

In Jet Set Radio, the police are the first enemies encountered during chapter 1. After spraying three tags in Shibuya GG, they will send a communique about juvenile skaters fleeing at the bus terminal. After a fourth tag is completed they show up with police cars and riot buses blocking the exits. Throughout the first chapter the police will use a varying amount of different forces to stop the GG's, including, police dogs, police cars, attack helicopters, the SWAT team, the parachute squad, and even tanks. Captain Onishima and the police ultimately give up after the Golden Rhinos come into fray, as they are too afraid to take on the gang.

Units[]

Officers[]

  • Normal officers: These police officers will be encountered all throughout of chapter 1. They appear on bikes or cars in some missions such as the Monster of Kogane or Love Trap.
  • Parachute Squad: This specific force only shows up during the No. 540 and Graffiti High missions. They drop down and will shoot at the player when close by.
  • S.W.A.T. Team: This unit only shows up during the Love Trap and Benten Boogie missions. They arrive with tear gas, which has a long range, making it tricky to avoid them.
  • Police dogs: They only appear in the Monster of Kogane mission, but are quick to notice the player and give chase.

Vehicles[]

  • Police cars: These vehicles are always present when the police arrive, but are only a threat during the Monster of Kogane mission, as they will attempt to run the player over. However, they fail in the process and end up falling in the water.
  • Riot buses: The police also arrive with riot buses. They do not use them in offensive measures, but rather to block the exits or paths during a mission.
  • Bikes/motorcycles: They only appear during the Love Trap mission, similar to what the police cars do in the Monster of Kogane, they will attempt to run the player over, only to fail and fall into the sewer halfpipe.
  • Attack helicopters: The helicopters only appear in the Monster of Kogane and No. 540. They can be taken down by tagging their windshields.
  • Tanks: The tanks' only appearance happens during the Graffiti High mission. They destroy the cars in Roman Street, trying to take down the GG's. Unlike the helicopters, the tanks cannot be taken down.

  • Unlike the police in general, the Keisatsu organization is a ruthless and aggressive law-enforcement organization. They will do anything for the sake of the law and are extremely persistent.[2]

  • The cops come in all shapes and sizes in this game. You start off early in the game being attacked by riot cops with batons then you graduate to being attacked by riot cops with tear gas. In Shibuya cops attack you with motorbikes, in Kogane they come at you with attack helicopters. If you survive all of this you will have to deal with the Rokkaku mob a.k.a. the Golden Rhino.

Sega Superstars Tennis[]

The police force from Jet Set Radio have a cameo appearance in Sega Superstars Tennis during Gum's Superstar State. Obscuring the opponent's chance to hit the ball back. They are also obstacles to avoid during two missions, one having the normal officers while a more difficult mission features the S.W.A.T. team. Additionally both the police and the S.W.A.T. team appear as spectators on the Jet Set Radio court.

Sonic & Sega All-Stars Racing[]

In Sonic & Sega All-Stars Racing, the police, more specifically the S.W.A.T. team are mentioned in Beat's character profile along with Captain Onishima. Their counterparts from Jet Set Radio Future appear as spectators on the racetracks in game.

Sonic & All-Stars Racing Transformed[]

In Sonic & All-Stars Racing Transformed, the S.W.A.T. team makes a physical appearance on the Graffiti City racetrack. According to senior producer Gwilym Hughes, the police and eventually the army are causing destruction on the course as they are battling against the Rudies.[3] The Japanese website for the game reveals that the police is present on the track thanks to the 21st Century Project, blocking off the roads of Shibuya-cho.[4]

Trivia[]

  • In the English versions of the game, DJ Professor K will still refer to the police by their Japanese name, “keisatsu (警察)”, for unknown reasons. There are even cut sound files found in the game of him referring to them by their English terms “police”, and slang term “cops”, making the reason for him to refer them in a different language confusing.
  • A trailer for the Dreamcast release of Jet Set Radio shows normal police officers in both the Center Street and Park Street areas of Shibuya-cho. In the final release of the game, normal police officers do not appear in Park Street, instead the motorcycle units and the SWAT Team would be there instead. The police do not show up at all in Center Street in the final product of the game.
  • The same trailer also shows normal police officers responding in the Residential Area of Kogane-cho. The cutscene shown would eventually be used by the police response in the Bus Terminal in the stage Shibuya GG. In the final game, the only appearance of normal officers in Kogane-cho is in the starting intro of the Monster of Kogane mission.
  • Also in the same trailer the police were also shown swinging their batons at the player while chasing them in the trailer. It’s unknown whether it would’ve done damage, though, it can be assumed it did.
  • The Police Car is modeled after the 1970 Toyota Crown.[5]
