The 21st Century Project, or the 2000 Project, is Goji Rokkaku's plan to renovate Tokyo, and then the world, to increase productivity by making all forms of expression illegal. This plan has already been partially implemented in Jet Set Radio, as both graffiti and inline skating are illegal.
